3、 Project content

The environmental self-test in 2024 mainly includes organized emissions of exhaust gas, air quality at the factory boundary, unorganized emissions, odor, noise, wastewater, soil, groundwater, and comparison testing of online monitoring facilities. The specific testing plan is attached.

4、 Service requirements

（1） Strictly follow the relevant technical specifications, complete the testing according to the project content, and issue a testing report.

（2） The testing report should evaluate whether the test results meet the national emission standard limit requirements.

（3） The format of soil and groundwater testing reports shall be prepared in accordance with Appendix D of the Technical Guidelines for Self monitoring of Soil and Groundwater in Industrial Enterprises (Trial) (HJ1209-2021).

5、 Contract price/payment method

（1） The contract price is determined using a fixed total price pricing method.

（2） There is no advance payment for this project.

（3） After completing all testing items according to the testing frequency and issuing the testing report, 100% of the contract price shall be paid.

（4） The payment method is telegraphic transfer, and Party B shall issue a value-added tax special invoice with a tax rate of 6% and then make the corresponding payment.

6、 Bidding conditions

（1） Bidders should be registered in the People's Republic of China and have independent legal personality.

（2） The bidder has the qualification of an inspection and testing institution with the CMA logo (for projects that our unit does not have the testing qualification, we can entrust a qualified unit to conduct testing and issue a testing report).

（3） If the legal representative is two or more legal persons of the same person, or if they are related to a parent company, wholly-owned subsidiary, holding company, or have a direct or indirect relationship, only one can participate in the bidding without the consent of the bidding unit.

（4） Consortium bidding is prohibited.

7、 Requirements for bid preparation and bidding related requirements

（1） Bidders must prepare their bids in accordance with the bidding documents provided by the tenderer. The bid is divided into two parts: technical bid and commercial bid. The technical bid must include relevant technical documents such as enterprise business license, qualification certificate, enterprise performance, enterprise honor, testing plan, personnel allocation, and guarantee measures; The commercial bid should include a bid letter, bid quotation, qualification commitment letter, legal representative qualification certificate, authorization letter, and guarantee letter.
